Why are all these dogs in my shoe store?

I don’t want to sound like I am griping but… I don’t understand allowing pets, mainly dogs in stores. I am not talking about those little toy dogs that people carry in their purse, push in strollers or tote around on their chest in a doggy papoose. When I say allowing in stores, I am not talking about dogs sniffing around just outside the storefront or sitting next to an owner’s feet while eating at an outdoor café.
